    Collier County (unincorporated): 'Inspections Completed' isn't closed. Collier's Bulletin 14 says conditions or fees can still be pending, and a request to close is required.

“Inspections completed” is not the same as closed. On a new door, the last stamp is the permit showing FINALED on the official portal, or the written HB 803 exemption letter when one applies.

In Collier, a permit that reads “inspections completed” isn't closed yet: the status that counts is FINALED, and an open permit can hold up a closing. Each office has its own form, and all three want a product approval matched to the wind load at your address. The only way around it is a written exemption under HB 803, which the City of Naples doesn't allow for garage doors and which never applies in a flood zone. Repairs are different: on a detached house in unincorporated Collier, fixing a door without touching the frame needs no permit, and in the City of Naples and on Marco Island we check with the building department first.
